Zoom levels above 16 are not planned. Requests for higher zooms should be handled client-side by over-zooming the level 16 tile, which is how the reference styles are configured.
A tile that renders with missing geometry is almost always a stale client cache. Force a reload with a cache-busting query first; if the tile is still wrong after the next weekly rebuild, the extract itself is at fault and the fix belongs upstream in OpenStreetMap.
